This garden compost heap includes paper and, by its look and smell, real animal droppings. In English country parlance it is (fausty), or fusty – smelling damp, stale or stuffy. A fuller country phrase: (Yon rick be main fausty!) – yonder hay rick is very fusty. Hay baled before it is fully dry can produce enough heat to start a fire. Haystacks produce internal heat due to bacterial fermentation, and this is what is happening here. The heat caused by fermentation is causing steam to rise into the cold winter air. (There are garden allotments behind the metal fence.) The best combination of ingredients to make garden compost is probably a mixture of old and young vegetation, as grasses rot quickly. Older and tougher material will add texture to the mix, and slow down decomposition.
